What would be the best way to have an on/off speedlimiter?

I have seen the rev limit ones on Pedparts but surely the bike wouldnt even take off it the clutch springs were stiffer than standard? I hope im wrong because theyre pretty cheap.

Anyone had any experience with them?

    Thanks

Also, where would be a good place to put the switch?

Under your seat. They're not ment to be used all the time. They're really just for if police pull you so you can't do over 30. But if you're 17 then why bother.

Hmm, i was thinking of a switch in the end of the handlbars with the grip over the top.

But if a well set up ped has the revs the same pretty much all the time, surely it wont limit the speed? And yeah its only for getting pulled over.
