what is the purpose of a stiffer torque spring, and if you upgrade the spring does it hinder the top speed of the scoot???

I understand it as it prevents the pulley from allowing the belt to go into top gear too quick... but if thats the case than if the spring is too stiff it would be fighting the belt from expanding to its greatest ratio..hence affecting top speed... is this correct????

Yes. It's because when you moddify a engine 70's kit and so on it revs differently to standard so the stronger spring means you pull away at higher revs so you are in the power band when you pull off.
