before you inspect the reed block try starting to see if the reed block is wet with fuel when you look at the reeds.

I cranked over the bike again today to start with, it stayed on for about 8 seconds and then cut out, I then took of the reeds and manifold to check if it’s wet, I wouldn’t be sure so i took a few photos, would I have to separate the reeds and manifold, how hard would it be to get back together ?

You need new reeds and Intake manifold by the amount of silicone used on it, you shouldn’t use any silicone only the correct paper gasket, if you use only reeds and not a whole new reed block use thread lock!!!

Would you say that’s what’s causing this problem?

certainly contributing in a big way, one of your pics show what looks like a split reed with an uneven end, you will lose compression on the downstroke so the compression tester in the plug hole won't detect it. all the reeds should be the same. flat and touching the surface of the block all the way round.
you might be able to clean that gunk off everything, best with a new block though. the reeds wont open correctly and will stick to it, until you clean it up and put new reeds in, definitely new reeds.

2nd thoughts after looking at prices of reeds, gaskets and blocks, get a new block.

What is the cheapest it would be for a new block? Because I don’t know wether it would be easier to get a macanic to sort it?

I don't really like advising which block would be best for a 70cc as some are for tuned engines. but just a search on flea bay will give you good options. I would tend to go for something new from a reputable scooter seller though. all 2t piaggio 50cc from the same era use the same block.

Alright cheers, this would be fine then? I don’t need a sports one like malossi, stage 6 considering it’s a 70s?

Also most of those piaggio engines come with restricted inlet manifolds, if you have a 70cc kit you should really get your self the unrestricted inlet manifold too
