piaggio zip help plz

i have just got a zip sp front pannel for my zip but cant put it on cause the mud gard is in the way but to get the mud gard of i have to take tghe forks of any idears

 

take the bars off and lower them to the rear leaving everything connected, then drop the stem to fit the front panel

 

stupid question but the handle bars ?

 

yes, sorry I should be clearer when trying to explain. I auto think folks know what i'm talking about.

There is a thought that if you remove the front wheel and unbolt the front mudguard (which will allow you to tip and rotate the guard) that the front panal may be possible to pass up the front forks without the need to drop the forks or remove the bars. I have a recently painted panel that I need to refit and was gunna try this BUT.... ive still then to strip the front to replace the front mud guard so no point... I may as well drop the forks anyway
