The rear clutch may at fault causing belt failure, if the torque drive is not rotating as it should, maybe the weld has broke? On chinese scoots destroy belts if the clutch wears out!

Now I know that that would have been making a hell of a racket while it's bouncing off the inside of the belt cover. Have you or anybody else shimmed the variator out?
    Or changed the centre boss?
Stiffer clutch springs wont help at all. That's not the cause of your failure.
There is a needle bearing in the rear of the clutch housing, if that has collapsed then the clutch will run crooked, ripping the belt as it's running sideways effectively.
Check the crank end to make sure it's not bent

Does it make a row when its ticking over or do you have to rev it before it contacts the crankcase cover?

What I meant to say was that I've had Chinese 50'/125's that have had the clutches worn out due to being cracked on the weld or don't rotate on the 3 pins! This causes belts to ware out pretty rapid.
