piaggio nrg bogs out at high speed

ive got a piaggio nrg extreme n i have a 85 jet with a doppler open air filter and it bogs out if i go 55 + it used to hit 70 with a standered air box so ive put some thin foam in the doppler air filter and it has made it better but it still does bog out now n thn can any one help also if it feals like its bogging out i put my hand over the air filter and its ok again weird as ass i think its sucking in to much air so am thinkin off up jettin it again to a 90 or down to 83 ,80 any one else had the same problem???
