I've bought a used engine that was incomplete which I'm nursing back to good health. The choke has never worked. I've replaced the electric wax unit and it makes no difference. The Haynes manual suggests this carb should have a starter jet in the float bowl. Mine doesn't, it has a long thin tube! I don't understand how the choke circuit works. I thought the wax thing withdrew the needle thus making the choke on... Well, not in this case... I have to unscrew the top and spray in easy start to start the engine every morning! So I don't think it's ever on.
Go to the dellorto.co.uk site. They will have the schematic of that carb and see if there is any difference in what you have
