Peugeot Sum up 125 query

    Hi
    I have just bought a Peugeot Sum Up 125 (2008). Whilst giving it a good clean i found this (please see pictures) under the floor pan. A hose joins it to the cylinder head and the other end is open ended via a short hose. It is empty inside. What is it and is it needed?     It's part of the emissions set up, just block it off at head or get a new piece of pipe on cylinder head and block it off if it's easier. It won't hurt the engine at all and it should be quieter !
