How stiff should the joints be?

I've not had one to bits before but having stripped this one to service the front shocker I found that while one joint was really loose the other was really stiff.

I was starting to strip it but I cant budge the wheel hub (have removed the staked center nut and the circlip) so I figured I'd ask here first before I carry on battling with the f#cking thing.

once the nuts off the hub and disk should come off... then you have the fork leg wiht the lever bit (cant remember the term) and the hub swivel mount. these should be free to move as the shock does ther work. soak in wd40 and attack in the morning.
