can run wiht or wihtout, altho they run better wiht them as its a diversion plate not a restriction... basicly if you remove it its slightly better at full throttle but FUCKS wiht all your idle setting.. easier to leave it in... i suspect your lack of revs is down to your rollers... if you havent changed them then read the roller guide in the guides section. will be the reason your bike wont rev
