what seems to be your problem with them?

worth bearing in mind that these screw together to clap mwaning youd need either a c spanner or a flat headscrewdriver and a hammer and tap them around until there loose enough to unscrew by hand

    yep, top one off first....

on reassembely tighten the bottom bolt to the correct setting then wind the top nut into this to lock it in place (dont forget the washer between or it unwinds as you ride) needs to be tight against eachother but not too tight on the stem itself..

you have the wrong clamp. steel bmx headstock, can drill a securing bolt/weld a nut in the forks if you wish but the 2 bolts alone hold it pritty fookin snug.

are you using a clamp that makes the bars sit more forward than the stem??
if you are this will affect youre turning, better off using a straight stem.

from the sound of it the fork STEM on your new forks is bent... this will naturally make tight/loose spots. make sure the bearings are all intact and the bearing races are nice an clean, whip em back off and have a GOOD look/hold a spirit level/straight edge to the stem of the forks.. if they are fucked you can pull the stantions off and sling them on your other fork stem.

i recon go get yourselfg a ruler and MESSURe your forks... or just plain take them down the shop wiht you... theres only one steel one halforsds sell. its STOCK bmx size.,.. cnat say simpleler.. mountain bike ones are smaller and youve bought a few of them now.

that or your fork stem is just fucked an no longer round...
