can a bike still start by kick start on run without a starter motor or do you need a starter motor for the bike to run

yes it can, the starter motor only turns the engine over in the same way the kickstart does.

on a scooter i reccomend using the electric start as the kick start mechanism is quite fragile, not relly designed for constant use.
