This machine will start but will not rev up unless I restrict the air going into the carburetor

    That would suggest to me the engine may be running too lean, and choking the air flow to the carb richens the air fuel ratio.

    if the engine is stock, i.e no tuning or changes have been done, then look for air leaks.

    The rubber imlet manifolds on scooters do perish over time and split.
