Is this a arrow pipe?

Having argument with some kid.
To me this looks like a Jim Lomas with a Arrow end can?
Can any one clear this up for me.

 

From the JL I saw fitted to drag in the twist and go mag 2002 thread, it seems they are higher up and angled slightly on the bike

whereas that just looks like an arrow to me
