does this need to be conected to any hose/line?

No, it looks like a bleed screw for the water cooling system from that photo.
When you fill the cooling system, it needs to be bled of any air, and thats where you do it from.
Just crack it open til no more air comes out or bubbles in the water and nip it up closed again.
