Either an oil feed tube from the autolube system or a vacuum line pipe that leads to a vacuum fuel pump. hard to say without knowing what carb it is .
The scooter is a VX runner. The connection appears to be at the top of the float chamber so is it an overflow or return? As it's a 4T it's not autolube and that casting just below the red circle is the cam chain tensioner. Is it part of the carb heater? If it has another similar connection in a "V" or right angle shape it's the carb heater. Item at the very bottom under the float bowl.
Yes your right its a runner was told its a 200cc but i just say 125 or 200. Im not sure how to answer the question i think id need to take clearer pictures. Im not an expert but i dont mind attempting with other peoples knowledge.

Sorry for my english i mean there wss a pipe which had fluid coming out which seemed to be coolant as when coolant was empty there wss no spillage and i just filled it and the liquid was dropping onto exhaust becsuse it was hot
The carb on these has a heater. It stops it icing up in cold/damp conditions. It is just a feed of coolant in one side and out the other. You'll need to find where these hoses feed and return from the cooling system and reconnect them. The heater is not 100% required and is not fitted in warmer countries. It looks like one of the hoses may have come off? You could loop both hoses together and bypass the heater or block off the feed/return.
