maybe if you could get the key out the ignition you could poke it into the fuel cap and turn it using the rest of the key or a set of pliars depending on where it snapped

or even take it to a local key cutter and have a full one cut

if you do get the part key out, give the lock a spray with wd40 before you try another key. Once its off, lube locks with powdered graphite

theres keycutters and theres KEYCUTTERS (insert LOCKSMITHS)...the latter can dismantle a lock to its basic levers and build the lock to fit a key of your choosing.

The former will just copy a key to a blank on a machine. They're usually folks like cobblers/shoe shops that have expanded into alternatives now that everyone buys disposable shoes instead of having quality items resoled

When i fucked my petrol lock on my rox i just shoved a screw driver in there and it snapped the lock inside. so i could just undo it with any key. not the best thing ever, but it worked for 2 years haha still working now :D

if the locks are weak enough to be forced that'll allow you to gain access and be able to change the lock cylinder for a new one with key
