gilera runners boggs

ive got a completely standard gilera runner sp50, the first ride of the day runs fast and smooth but when i come up to a set of traffic lights or the end of the road and have to stop it takes agaes to pull off again untill it reaches about 35mph.

can any one help?

 

could be: running too rich, flatted rollers or weak clutch springs...
