Gilera Ice wont start after cutting out, Help ?

I have gilera ice it has open filter mallosi inlet, i think it still had standard jet in it i dunno.
but i was riding it on main road full thorttle it then jus bogged down like it was out of petrol but it had a full tank so pushed back home. the electric start didnt work because i didnt have starter bendix..
tryed chainging spark plug it was getting spark. poored petrol in head still nothing
so might mate to apart the engine he said he change the piston rings incase they where seize but he said it was fine. but yet it still wouldnt start for some reason dunno said it could be the carbuator. the spark plug comes out kind of wet
could it need new engine rebuild or carburator ?? thanks

my mate was on phone to me saying that his frend was seying it was the open filter... so hes putting it back together see if jus start. cos i fort egine would be sezied up but he said pistons rings are fine he put new ones on but wouldt start. had good compression spark?
