Fuel sender float has fuel in it?

Hi, just had my scooter fuel sender unit out and saw that tha float itself is half full of fluid. Should they be empty or is the fluid in it to give it some weight / balance. I don't want to pierce a hole and empty it out if it's supposed to be there to balance the float level. Thanks

 

If you got fuel in the float, you got a hole in it somewhere that shouldn't be there.

 

I figured that might be the case. I didn't want to empty it if it then sits too light in the tank and doesn't drop as the fuel level drops. I.ll drain and repair it, thanks
