float needle is inside the carb, attached to the float and its job is to shut off the fuel once the float chamber is full, obviously if its sticking the carb over flows and you get fuel pissing out your over flow pipe like you have explained....

the petrol tap is attached to your tank, usually somewhere around the bottom, it has a diaphragm inside it that only issues fuel when the engines running, it operates by engine vacuum, when you switch the engine off the diaphragm closes and effectly the tap is switched off.

if the diaphragm tears or is damaged, the tap is always on even when the engine is off, and its possible to overfill the float chamber by overwhelming the float needle, causing fuel to piss out your over flow pipe :)

A Haynes manual for your bike will explain any further questions ;)
