Hello.. On my exhaust pipe near the inlet there's a second pipe its like 5 inches long and at the it goes no where. Would my speed change if I cut it of and sealed it where it starts??

 

Thats the restrictor, get it sealed up

It's called a resonance tube and it's restricting the bike's power output. see my comments in your other thread about a variator.
