Oh the cdi has a 10k rpm limiter.
And as sam said, the exhaust has a restrictor right at the front and often a sort of dead end pipe or an emissions thingy that restricts it. You will need to cut and weld those ones, but really they only add a little extra power in the mid range. The biggest restrictor is the one right at the front of the exhaust

 

Ahh, I see. Actually now I tried to adjust my clutch lever and somehow seems I broke it. It has no tension at all. I don't have any tools to open it nor the time. Now I guess it will sit in my friends garage.
