Probably a mixture of a drill, saw and files. Could use a dremel too but it's easy to over cut.

    as above for tools

Mark out the basic outline and then remove the majority of material with a dremmel or simmlar...could use a pad saw with hacksaw blade in it..use a drill for a pilot hole to get the blade started. Finish edges by using fine metal files and eventually fine sand paper to remove the edges. Sharp scalpels are good for getting into the tight corners.
If you need to cut down mudguards etc and need a straight line to finish, a block plane used for wood is ideal, and a spoke shave great for cleaning up curves
