Carb Issues - Common issue?

    Hey guys,
    Recently got myself a X Reg Suzuki Katana and was wondering if anyone could help me fix this issue.
    When i bought it the carb was spitting fuel everywhere so i got the new following

    - Open Air Filter
    - Arreche 17.5mm Carbeurettor
    - Automatic Choke
    - Manual Choke

    The automatic choke works (The pin extends 5mm after a short amount of time) but not when it's on the bike and the manual choke doesn't make a difference to the cold start.

    So my issue currently is:
    The bike won't start cold unless i take off the air filter and cover the air filter hole in which it will then start?
    Does anyone know what could be causing this issue. I put the float bowl gasket on wrong so i replaced that and that didn't fix anything.

    When looking at my Fuel Filter it appears that the bike has no fuel in the filter when i go to start either?

    Reed blocks look fine visually no cracks, No cracks in the manifold etc...

    @Stevep This being a bike you've worked on numerous times. Do you have any ideas?

    Just had a look, Turns out it was my reed valve not sealing correctly.

    Still yet to replace my reeds, Probably going to do it friday so ill update then
