I took my 17.5mm dellorto off to have a look at it. Looks like the float is on an angle, i rang dellorto and they said this isnt right so i went to look at a replacement one, this one has circlips for the needle? The circlips are for the main needle height adjustment, nothing to do with the float or float needle. You can see one of them as a separate part here: http://www.pedparts.co.uk/product/689/dellorto-needle-circlip So extra bits you don't need to worry about.
