going through this at the moment, fistly you have to have the bike restricted by a certified dealer. then they send a copy of the restriction certificate to your insurance company who then send you confirmation that you are covered.
actualy on a cbt i think it's around 14 BHP and it's a 125 on a full (a2) test you are restricted to 33BHP on ANY CC for 2 years
15.5bhp... or 3.5/30mph at 16 and theres NO exceptions. 33bhp was befor cbt was introduced so tell your dad he's old and the laws changed
