    let tyre down.

    break the bead.

    clean rim up with sandpaper or wire brush then bead sealer on it then re-inflate.

    If the powder coating is all falling off then this will let air out

    The rim needs to be totally smooth

    what kyle and sc_bk said, whip the tyre off, get some wet and dry, about 120 grit and some elbow grease, should get em nice and smooth, any ridges or loose paint/powdercoating will cause air leaks.
