http://www.pedparts.co.uk/product/403/tnt-tuning-race-carb-19mm-21mm i reckon this could work, just check your existing fittings to make sure it fits. column bolts, find what size and thread they are and go to a shop that specialises in steel kinda stuff, it'll be cheaper than b&q or homebase. tyres, look on gumtree or ebay. i scored a whole wheel for my aerox for £15, which included a nearly new pirelli tyre. exhaust bracket, depending on whats wrong with it you could get welded up if its snapped brakepads, ebay, i got both front and back for about £20
Flooding is more than likely float level or needle valve (not the long needle on slide) and seat. Take carb off check all pipes passages are clear (blow through them). Take bowl off and check float, if worn or has a hole replace it. Check float level, find out correct measurements and if all looks good. Try the needle valve and seat. You could get a way with just stripping and cleaning out the carb. A needle valve and seat kit costs around £8-15 depending on carb, they also come in different sizes. This is a fairly easy job with plenty of youtube vids. Remember, you cannot break what is broke! Go for it.
