I have a Honda SCV100 and there is not one single performance part i can find for it, my only problem is not being able to get up to 60mph in a 60 zone and don't really like being overtaken all the time, from what i've come across i'm not sure if this will improve my performance as im new to bikes/scooters, basically if i drill maybe two 1/4 holes in the end of my exhaust, a couple of holes in the airbox for more intake and adjust the mixture screw for more air would i get an increase in performance out of this scooter?

    Help appreciated

No you wont. Theres no point having more air coming in (or out tbh) unless your engine is actually needs it.

to be honest theres not much you can do without spending a good bit of coinage, this is especially true for 4t bikes.

depending on age/mileage ect an engine rebuild and service could possible give minor gains but like i said dont expect much without spending alot of money

Sell it and buy a scooter you can tune! The Honda is a "captain sensible" scooter.
