2008 honda NVS50 , engine bogs down after 1/3 throttle

have a 2008 honda NVS50 , hasent been run for about 2 or 3 years.
put in fresh fuel . new spark plug and new battery. and cleaned carby.
starts up good and idles , when i rev it a little its good, but it seems anything over 1/3 throttle makes the engine bog down,. see vid : https://youtube.com/shorts/envlJb6hJKo?feature=share

another carby clean ? any ideas.?
also whats this brass nipple for on the carby ?
