Keep the petrol turned off, throttle wide open and then start it, it may be flooding the carb?

I personally would use the std 180 variator and play with roller weights/clutch springs. Use std rollers and drill to lighten them, malossi wear...
Put a good ngk plug cap on it, not the lawn mower type. That coil look's wrong? are you using a vacuum petrol tap or manual?
Either return it or cut and lengthen the down pipe. Also get a new silent block fitted !!

Being such an old scooter with parts discontinued you'd be better off selling it to me !!;)
Water pump seal ! And no you don't need to strip the engine to replace it.
Fit the biggest main jet it will run on without it bogging down on full throttle.
It's a 2 stroke, there is no oil to change, only the gearbox but that will be ok. You could possibly drain the 2t oil tank but that's it.

Clean/grease front brake caliper, wheel should spin freely after brake operation. revs are not a mot failure, check light switch and or wiring.
