looked again..blue circle looks like your throttle screw and the one below is air screw(2 1/2turn job)..
if theres 2 two outlets on the petrol tank,1 is the petrol out and goes to the carb...usually a fat one...other goes to the manifold.all the other...
your petrol pissing out needs sorting first.if you've got excess petrol in areas of your carb that it shouldn't have,we wont know what's causing...
might be better to have trumpalot done and leeve the dog be.

mine did that in the rain with a standard air box..worse when I did an open filter...also had the cap problem too...the two faults had me changing...
you got the general idea..dunno if you have to short any of the other wires out in your case cos mine is wired differently.my other two wires are...
my ped starts with none of the wires connected.two wires for stopping the lump(cdi short)..two for connecting electrics..lights etc..cant remember...
years of fun left in that..bag of spanners a screw driver and a small hammer and that's it for a tool kit..
all the primary coils for the ignition and lighting/charging are behind there.you might have the coil that supplies your main coil shot....also...
use an app on your phone if its one of them modern ones.loads of them on the internet.
surprising how much crap can build up over time and cause niggles on old scoots..
know how you feel..dont give up..dodgy coil can give you a symptom like you've had, now you got no spark..could have found the problem..it didn't...
