The 03" nrg will have a dellorto carb using 6mm main jets.
Try looking the length of the scooter to see if the wheels are in line, it could be just the forks that are twisted.
I test for bent frames by riding it and letting go of the handlebars, it should run straight if it's ok, BUT BE CAREFUL IF YOU THINK IT'S...

Measure up the Mc3 rear wheel, your trying to use Mc2! i could have measured them last week but i scrapped some old typhoon and nrg wheels.

It's a Bosch type fitting, 35/35w. It's a std fitting auto bulb used in various scooter/bikes.
Yamaha ybr 125, sym and kymco bikes are very good.
It means they don't work any more and need replacing with new ones!
