did you check the battery like i said:p
if the voltage is too low the flasher relay may not function properly, put a volt metere accross the battery see if you have 12 v
lights sticking on idle could mean your battery is dead/ dying.
look for a replacement enigne probably cheaper
if the front pulley is missing part of a cooling vain, it will not be balanced,causing it to oscilate . had this on one of my honda's it...

what bike is it? have you checked the carb and air filter are clean?

if its been sitting around for a while, it wouldnt hurt to grease the cable and clean the carb. take the cable off the bike , let 3 in 1 oil run...
what do you mean by throttle? the control? or part of the carb
